Transitioning from the McKay Scholarship to the Family Empowerment Scholarship for Students with UniqueAbilities (FES-UA)
As you may know, on July 1, 2021, new legislation went into effect that consolidated the number of scholarship programs by rolling the Gardiner Scholarship and McKay Scholarship into the Family Empowerment Scholarship for Students with Unique Abilities (FES-UA). This happened in two phases:
- In the 2021-22 school year, students who benefited from the Gardiner Scholarship for the 2020-21 school year transitioned to the FES-UA program.
- In the 2022-23 school year, students who have received the McKay Scholarship to attend a private school will need to transition to the Family Empowerment Scholarship for Students with Unique Abilities, or FES-UA.
Step Up For Students is committed to making this transition as easy as possible for McKay families and their students. We want to assure you that all McKay students who remain eligible for the 2022-2023 school year will have funding through the FES-UA program!
The Hope Scholarship is for students in grades kindergarten through 12 who are enrolled in a Florida public school and have been bullied, harassed, assaulted, threatened and or other violent acts to transfer to another public school or enroll in an approved private school.
The Family Empowerment Scholarship (formerly Gardiner) allows parents to personalize the education of their children with unique abilities by directing money toward a combination of programs and approved providers. These include schools, therapists, specialists, curriculum, technology – even a college savings account.

Students who are identified as needing ESE or ELL programs shall have an equal opportunity of being selected for enrollment in the school. Any eligible student, as described in Fl. Statute 1002.33(10), who submits an application (prior to posted deadline) and whose parents accept the conditions of the Parental Involvement Contract shall be considered unless the number of applications exceeds the capacity of the program, class, grade level, or building.
In such case, all applicants shall have an equal chance of being admitted based on student capacity.
